NCUA has formed a work group to re-examine its field of membership statutes to determine how the agency could update the rules, promulgated in the wake of the 1998 Credit Union Membership Access Act, when online banking was in its infancy, smartphones and tablets didn't exist and, as NCUA Vice Chairman Rick Metsger has been heard to note, Justin Bieber hadn't even been born yet.
